Albir Hazrat Krganov participates in the meeting of the National Assembly of the World Tatar Congress

The Head of the Spiritual Assembly of Muslims of Russia, Mufti of Moscow, Albir Hazrat Krganov, participated in the plenary session of the National Assembly of the World Tatar Congress, which was held on September 24 of this year in Kazan.

The National Assembly was founded by the World Tatar Congress. About 500 active representatives from the Republic of Tatarstan and 70 regions of the Russian Federation and foreign guests participated in this large-scale event.

The meeting was attended by President of the Republic of Tatarstan Rustam Minnikhanov and State Counselor of the Republic of Tatarstan Mintimer Shaimiev. During the event, Rustam Minnikhanov presented a number of state awards of the Republic of Tatarstan for the great contribution to the preservation and development of Tatar culture. Mr. Minnikhanov stressed in his welcoming speech that hat the World Tatar Congress, in cooperation with local cultural organizations, is carrying out extensive work in the field of preserving the identity of the Tatar people.

The head of the SAMR, Albir Hazrat Krganov, also admired the crucial role played by the World Tatar Congress towards organizations in Russia and outside the country.

“Today we need unity and solidarity in the implementation of a consistent course for the preservation, consolidation and further development of our national, cultural and religious values, the original foundations of people's life,” said Mufty.

As a result of this event, a special resolution was issued, in which the participants emphasized their common position in the pursuit of preserving the Tatar national identity, their native language and their unique culture.

Previously, the year 2021 was declared in the Republic of Tatarstan as the year of mother tongues and Tatar national unity.

The SAMR Statement on the Current Situation in Afghanistan

One month ago, Afghanistan was a witness of significant change of the political system .The government backed from outside fell in a matter of days, even hours. The state power passed into the hands of representatives of the Taliban (a terrorist organization banned in Russia).

Nowadays many people keep asking: How could all of this happen? Why after twenty years of imposing an alien way of life and the American presence on Afghanian soil, did not the situation improve, but even became worse? Moreover, the state, in fact, found itself on the edge of disintegration and is facing a humanitarian crisis. These and many other questions will concern the world community for a long time, including politicians, diplomats, military personnel, as well as a wide range of experts.

In a reliable hadith cited by Al-Bukhari and Muslim, it is said that the Messenger of Allah (Peace Be Upon Him) said: “In love and mercy to each other, believers are like a single organism: when any of its organs hurts, then the rest of the body is in a fever and it is deprived of sleep.”

Today we want to ask one simple but important question for millions of Afghans: Who will be responsible for the many civilian casualties over the last 20 years? Indeed, according to various estimates, we are talking about tens of thousands of people! According to the UN, about 1,659 people were killed in the first half of 2021 alone. We emphasize that this statistics reflects only the first six months of this year. At the same time, over two decades, an enormous number of people were injured, deprived of shelter and means of living. Finally, because of the situation in Afghanistan, the stability in neighboring countries was threatened, especially in the region of Central Asia .

In this context, we call all international structures and non-governmental organizations, as well as representatives of civil society to begin the investigation process of crimes committed by foreign military forces against the civilian Afghan population (starting since 2001). The result of such a process should be not only revealing the truth, but also arranging a special meeting on the current situation in Afghanistan.

We hope that Afghan people and the entire population of this wonderful ancient country will soon return to a peaceful life based on the principles of religious tolerance and respect for human rights and freedoms.

Preparations for holding a World Conference on Intercultural and Interfaith Dialogue are well under way.

Deputy Chairman of the Federation Council Konstantin Kosachev held the second meeting of the interdepartmental working group on the preparation and holding of a World Conference on Intercultural and Interfaith Dialogue, which is going to take place in 2022.

“The work on preparation of a World Conference on Intercultural and Interfaith Dialogue in cooperation with the Inter-Parliamentary Union and the United Nations and its structures is ongoing on a regular basis. Seven coordination meetings have already been held with our foreign colleagues, where all the necessary issues have been discussed in a constructive way,”said Konstantin Kosachev.

He also mentioned the foreign policy aspects of the preparation to the upcoming event, taking into account the proposals received from all the interested parties, including Russian ministries, departments, representatives of traditional confessions and foreign partners.

The conference will be organized by the Inter-Parliamentary Union in cooperation with the United Nations. It is supposed to take place on May 16-18, 2022 in St. Petersburg. The event was initiated by the Chairman of the Federation Council Valentina Matvienko and the Minister of Foreign Affairs Sergey Lavrov.

Maintaining stability in inter-faith relations in Russia during the upcoming elections

The head of the Spiritual Assembly of Muslims of Russia, Mufti of Moscow Albir Hazrat Krganov, took part in a round table held in the Civic Chamber of the Russian Federation called “On maintaining stability in the field of interethnic and interfaith relations during the election campaign” for the election of deputies of the State Duma scheduled for September 19, 2021 ”.

The event was organized by the Coordination Council for Public Control over Voting under the Civic Chamber of the Russian Federation and the Commission for Harmonization of Interethnic and Interreligious Relations.

According to Maxim Grigoriev, Chairman of the Coordinating Council for Public Control over Voting, “today we can see attempts to incite interethnic discord. by non-systemic opposition. «Foreign interference is also involved in this process and it happens in different formats -via social networks, mass media, etc.. Of course, we all we must resist it.” , Mr. Grigoriev stressed.

In his speech, Albir Hazrat noted that the situation in Russia in the interethnic and interfaith relations has noticeably changed for the better over the last years. This happened due to the constant efforts made by Russian President Vladimir Putin in the direction of strengthening religious relations in Russia.

He also stressed that the measures taken at the legislative level make it possible to prevent interethnic and interreligious strife. At the same time, there are still several problems to be solved, when individual candidates try to play on the feelings of believers, for example, forcing the issue of islamophobia and migrantophobia in the society.

Allow me on my own behalf and on behalf of the Spiritual Assembly of Muslims of Russia to express our sincere condolences on the death of the Grand Mufti of the Republic of Uzbekistan Sheikh Osmankhun Alimov, may Allah have mercy on him, as a result of a serious illness.

Usmonkhon Hazrat was known to be an exceptionally respectable, wise and sympathetic person! He lived a dignified life and left a great cultural and spiritual heritage, which will forever be preserved in the memory of a new generation. Due to his incredible positive energy, openness, perseverance in achieving the set goals and vast life experience, Usmonkhon Hazrat has gained huge respect among the Muslims of the Republic and the whole Central Asia region. During his tenure as mufti, chairman of the Spiritual Board of Muslims of Uzbekistan, he made a significant contribution to the promotion of Islamic values, strengthening interfaith and intercultural dialogue, preventing the spread of pseudo-religious ideas both in Uzbekistan and throughout the post-Soviet space.

In this regard, the Muftis of the Spiritual Assembly of Muslims of Russia express their support for all of imams and members of the Spiritual Board of Muslims of Uzbekistan, as well as for all believers in Uzbekistan, relatives and friends of Sheikh Osmankhun Hazrat Alimov.

Representatives of the Spiritual Assembly of Muslims of Russia – Imam-Muhtasib Daoud Hazrat Mukhutdinov and Head of the Department of International Relations Vladislav Neledva visited the gala night dedicated to His Majesty the King of the Kingdom of Bahrain, Dr. Hamad bin Isa Al Khalifa, on the occasion of his awarding with an honorary doctorate degree by MGIMO University for his great contribution to strengthening interfaith and intercultural dialogue and friendship between nations, cultures and spreading the principles of peace, stability and peaceful coexistence, as well as maintaining stability in the Middle East region and the world in general.

The event was organized by the Embassy of the Kingdom of Bahrain to the Russian Federation and the “United Religions” organization.

It was attended by famous religious and public figures of Russia, diplomats and representatives of trade and economic missions, as well as cinema and music figures, including a stunning American actor Steven Seagal.

The gala night was held in a warm and friendly atmosphere. The guests highly appreciated the activities of His Majesty the King in promoting the ideas of peaceful coexistence of states, nations, religions and cultures, as well his attempts in preventing conflicts. The speakers emphasized that achieving peace and stability in the current conditions is only possible by the joint efforts of representatives of all religions, nations, governments, international and public institutions. According to them, the only way to address the modern challenges faced by the international community is strengthening cultural, civilizational and interfaith dialogue.

Preparations for a World Conference on Interfaith and Intercultural Dialogue

Mufti of Moscow, Chairman of the Spiritual Assembly of Muslims of Russia Albir Hazrat Krganov took part in a meeting of the Commission on International Cooperation of the Council for Interaction with Religious Associations under the President of the Russian Federation.

The meeting was mainly focused on the discussion of preparations for a World Conference on Interfaith and Intercultural Dialogue which is supposed to be held on May 16-18, 2022 in Saint Petersburg.

The head of the Department of External Church Relations of the Moscow Patriarchate, Metropolitan Hilarion, said that it is very important now to set up an effective mechanism for sending invitations to Russian and foreign guests and speakers who will participate in the conference next year and also fill upcoming events in the field of interfaith dialogue with the agenda of this particular conference.

In his turn, Albir Hazrat suggested that the Permanent Representative of the Russian Federation to the Organization of Islamic Cooperation, Ramazan Abdulatipov, and his American colleagues in the “Dartmouth Dialogue” be included in the organizing committee of this large-scale event.

Also, during the meeting, there was a suggestion to hold an International Youth Forum in Russia next year with the participation of young people from all over the world. This forum is expected to be a good platform for young people from Russia and other countries to exchange experiences in the social and humanitarian fields.

The meeting also paid special attention to the Syrian problem. It was stated that this October the members of the Commission are going to visit Damascus and Tartus in Syria with two humanitarian actions.

Russian Muslim leaders meet with Patriarch Kirill in Kazan

The Spiritual Assembly of Muslims of Russia to conduct independent monitoring on the situation on xenophobia and the level of nationalist sentiment in Russian society

The issue of protecting traditional Russian spiritual and moral values and combating extremism in the Internet space has become an important part of a new Strategy of National Security of the Russian Federation, which has been recently adopted and signed by Russian President Vladimir Putin. In this regard, the head of the Spiritual Assembly of Muslims of Russia, Mufti Albir Krganov, announced that his organization, as a part of its annual report, is going to conduct independent monitoring on the situation on xenophobia and the level of nationalist sentiment in Russian society.

Today we see that dangerous tendencies blur traditional values in the world. For this purpose, extremists are actively inciting interethnic and interreligious contradictions, primarily among young people. At the same time, despite the fact that the situation with interreligious relations in Russia is generally stable, it is important to understand the real state of affairs and quickly respond to any episodes of discrimination on religious or ethnic grounds and attempts to involve young people in destructive activities. For this purpose, the SAMR will conduct an independent monitoring on the situation on xenophobia and the level of nationalist sentiment in Russia. ", said Albir Hazrat.

He also said that Muslim organizations are counting on closer cooperation with the Russian authorities "in promoting the correct religious content on the Internet" in connection with the adoption of a new Strategy of National Security of the Russian Federation. The document separately notes the government must support religious organizations of traditional confessions and their role in countering extremism and terrorism.

Russian President Vladimir Putin approved a new Strategy of National Security of the Russian Federation while the corresponding decree was published on July, 3. The document states that its implementation contributes to "saving the people of Russia, developing human potential, improving the quality of life and well-being of citizens, strengthening the country's defense capability, the unity and cohesion of Russian society, achieving national development goals, increasing the competitiveness and international prestige of the Russian Federation."

The National Security Strategy is adjusted every six years. The previous version was approved by the President on December 31, 2015.

The Spiritual Assembly of Muslims of Russia is strengthening relations with the Republic of Tajikistan

July 2, 2021 

First Deputy Chairman of the Spiritual Assembly of Muslims of Russia, Mufti Tagir Hazrat Samatov, and Head of the Spiritual Administration of Muslims of the Sverdlovsk Region, Mufti Abdul Quddus Asharin, met with Consul General of the Republic of Tajikistan  Mr. Zafar Sayidzoda. 

The parties agreed to establish and develop cooperation to improve the level of political and legal culture in order to help Muslims among the citizens of Tajikistan that live in Yugra. It is necessary to educate them in the spirit of interethnic and interfaith tolerance, prevent the spread of extremism ideologies and practices.  

The meeting was held in the atmosphere of friendship and mutual understanding in the format of a free discussion. At the end of the meeting, the participants gave to each other books on the history of Russia and Islamic culture.
