SAMR and OSCE take a new level of international cooperation

July 1, 2021 

The Head of the Spiritual Assembly of Muslims of Russia Mufty Albir Hazrat Krganov met with OSCE High Commissioner on National Minorities Kairat Abdrakhmanov. The meeting was also attended by Salih Hazrat Ibragimov, advisor to the Mufty of the Republic of Tatarstan on international relations, imam-muhtasib of Nizhnekamsk region and First Deputy Mufti of the Republic of Dagestan Abdulla Hazrat Adzhimollaev. The guests of the OSCE delegation were told about the experience of Russian Muslim  organizations in the field of interreligious and interethnic dialogue, prevention of spreading pseudo-religious ideas, protection of the rights of believers, and reforming the system of religious education. 

The meeting was devoted to the discussion of possible tracks of cooperation in the international area, the organization of joint events, the application of the experience of the Muslim organizations in the Russian Federation and the SAMR in particular in the field of strengthening interreligious peace and harmony. 

The OSCE High Commissioner was interested in the current problems of the Muslim community in Russia, as well as possible prospects for cooperation in the humanitarian, spiritual and educational spheres. 

Albir Hazrat stressed in his speech that the SAMR pursues a consistent policy of international cooperation based on the principles of international law and mutual respect and noted that international colleagues regard the organizations as a reliable partner to the Islamic world. He also drew the attention of Mr. Abdrakhmanov to the position of Russian President Vladimir Putin, who, during his Big Annual Press Conference held in December 2020, pointed out that there are stable and long-standing ties between Russia and the Arab-Muslim world, and nowadays these relations have a tendency to expand. According to Vladimir Putin, Russia appreciates these relations and will contribute to their future development. 

Kairat Abdrakhmanov thanked the administration of the Spiritual Assembly of Muslims of Russia for the warm welcome, noting the great and concrete work carried out by the regional structures of the SAMR. In this context, some agreements were reached on further cooperation between the two parties.  

Earlier the same day, the OSCE High Commissioner held a meeting with members of the Civic Chamber of the Russian Federation. Deputy Secretary of the Civic Chamber Alexander Shkolnik said that the Chamber carries out an active international dialogue. Since 2011, it has been a member of the Presidium of the International Association of Economic and Social Councils and Similar Institutions (AICESIS), which is considered a unique structure that unites organized civil society institutions from 75 countries of the world.  

Mufty Albir Hazrat also spoke about the positive results of the activities of the Center for Legal Socio-Cultural Adaptation of Migrants “ROSMIGRANT” organized under the SAMR: The center has recently launched its own web-portal, published a series of manuals called "ABC of a Migrant" available in four languages, as well as made 40 training videos. This project is considered to be unique among religious organizations and has no analogues. 

The Mufty also reminded that in 2022 Russia will host an international conference on interreligious and interethnic dialogue which is supposed to be held in St. Petersburg. In this regard, he invited the OSCE delegation to take part in this significant event. 

Albir Hazrat added that the OSCE is open to everyone, but at the same time, an objective control framework for the membership of civil society organizations is necessary. “This moment, as we know, is even recorded in the Helsinki Final Act and a number of other OSCE documents”, he said. 

The OSCE High Commissioner gratefully accepted the proposal by Albir Hazrat on the readiness of the SAMR to provide its expert assistance to the Office of the High Commissioner. 

Dartmouth Conference meeting takes place on the eve of Putin-Biden summit in Geneva

Mufti of Moscow, Head of the Spiritual Assembly of Muslims of Russia Albir Hazrat Krganov took part in a plenary meeting of the Dartmouth Conference on June 8-9, 2021 on the eve of the meeting between presidents of Russia and the United States which is supposed to be held on June, 16. During the plenary meeting, its participants discussed the development of Russian-American cooperation in various fields in the context of global challenges of our time, including the COVID-19 pandemic.

Many well-known non-governmental experts and public figures from Russia and the United States participate on the regular basis in the meetings of the Dartmouth Conference. The first meeting in this format took place at Dartmouth College in 1961 in order to develop measures to improve mutual understanding between the Soviet Union and the United States of America.

The Dartmouth Dialogue is considered a non-public platform for cooperation between Russia and the United States, created in 1960 to improve mutual understanding between the two countries. The work of the forum was revitalized in 2014 due to the efforts of Evgeny Primakov and Henry Kissinger. The participants of the Dartmouth Dialogue are ex-ministers of the governments of the two countries, employees of the administrations of heads of states, high-ranking diplomats from the leadership of the Russian Foreign Ministry and the US State Department, famous military, political and economic experts, scientists, religious leaders, doctors, filmmakers and journalists. During their closed consultations, they develop roadmaps for resolving misunderstanding and strengthening cooperation in various fields, which are then passed on to the Kremlin and the White House.

Today, as well as 60 years ago, the participants of the conference are trying to develop common assessments of the political and economic situation in the world, make proposals to expand cooperation between Russia and the United States and overcome contradictions at the official political level in order to find solutions to global problems of our time.

Spiritual Assembly of Muslims of Russia participates in the panel discussion

Representatives of the Spiritual Assembly of Muslims of Russia took part in the online format in the panel discussion "East, West, Russia: Evolution of the World Struggle", which took place in the conference hall of the publishing house "Moscow Komsomolets". 

The organizers of the events were: International Institute for the Development of Scientific Cooperation, Institute of Oriental Studies of the Russian Academy of Science and the publishing house "Moscow Komsomolets". 

The discussion was moderated by Elena Ponomareva, Chairwoman of International Institute for the Development of Scientific Cooperation. The main speakers were: Vitaly Naumkin, Scientific Director of the Institute of Oriental Studies of the Russian Academy of Sciences, Head of the Department of World Politics at Moscow State University; Nikolay Vavilov, founder of web-portal “South China”, employee of the Committee for External Relations of the Government of St. Petersburg ;Vladimir Zharikhin, Deputy Director of the Institute of CIS Countries and Wassim Kalaadzhiya, a doctor and coordinator of the Al-Wasatia Forum in Lebanon. 

The main topics of discussion were the Middle East track of development and the escalation of the Palestinian-Israeli conflict, the Taiwan factor and China's attempts to integrate into the global economic and political space, Ukraine at the epicenter of the world struggle. 

In their speeches, experts touched upon those sophisticated problems and complex political and social-economic processes that the whole world faces nowadays. They stressed that the balance of power in the global geopolitical space has significantly changed over the last few years, as some new players have come to the fore. Therefore, it is necessary to look for new ways and mechanisms for cooperation to address all these emerging problems. 

At the end of the event, the audience from the studio and those who connected online were able to ask their questions to respected experts, as well as express their personal point of view on the problems that have been discussed.   

The art of Islamic calligraphy is developing in the Republic of Crimea

The Spiritual Administration of Muslims of the Republic of Crimea and the city of Sevastopol announces the start of courses and master classes in the art of Islamic calligraphy.

The program of the first project of this kind in Crimea includes a course in Arabic calligraphy and the history of the art of writing. The goal and objectives of the project is to revive Islamic (Arabic) calligraphy in the Crimea.

Today, there are more than 350 places of worship in Crimea, and their number is increasing every year. That is why many young architects propose new projects of mosques, where the interior walls are decorated with surahs from the Holy Quran as well as with some floral ornament.

Calligraphy and ornament, as decorative forms of the embodiment of ideas about the infinite diversity and beauty of the world created by Allah, became the foundations of the artistic creativity of Muslims.

Unfortunately, as a result of particular historical processes and events at the beginning and middle of the XX century, calligraphy as the form of art was abandoned. . Since the number of mosques and religious complexes on the territory of Crimea is rapidly increasing, there is an urgent need for masters of calligraphy.

The Spiritual Assembly of Muslims of Russia and Administration of Muslims of the Republic of Tatarstan discussed prospects for enhancing mutual cooperation

Mufti of Moscow, the Chairman of the Spiritual Assembly of Muslims of Russia Albir Hazrat Krganov , based on the the blessing of Mufti of Tatarstan Kamil Hazrat Samigullinheld a meeting with Saleh Hazrat Ibragimov, imam-muhtasib of Nizhnekamsk of the Republic of Tatarstan, adviser to the mufti of the Republic of Tatarstan on international field. 

During the conversation, both parties discussed issues of strengthening cooperation in the field of youth education and preservation of national traditions, touched upon serious problems that the whole Muslim community faces on the international arena nowadays. They also spoke about possible directions and prospects for joint cooperation between the two organizations in the humanitarian, spiritual and educational spheres. 

The parties were unanimous in their opinion on the need for a tactful and careful approach to be implemented when highlighting religious and national issues in the public and media space. 

At the end of the meeting Mufti Albir Hazrat acquainted the guest with the activities of the SAMR and its regional structures, spoke about new projects being implemented, such as the Center for Legal Protection and Cultural Adaptation of Migrants “Rosmigrant”. 

Muslims of Moscow complain of a lack of mosques

The mosque is not only a place for committing a prayer. For every Muslim, it is a kind of educational  and spiritual center for studying and understanding the values of  Islam, strengthening Islamic solidarity and patriotic unity of society. However, these centers are sorely lacking in Moscow.  

For many Muslims, including believers from the Caucasus, Bashkiria, Tatarstan and other regions of Russia, who have been living in the capital and Moscow region for a long time, there is still no convenient opportunity to visit mosques on Friday prayer. The traffic congestion and crowds of people near single mosques are constantly causing discontent of local residents. That is why in order to find a solution to this important problem, Moscow Mayor Sergey Sobyanin supported a new project of the Spiritual Assembly of Muslims of Russia aimed at building a spiritual, educational and cultural center that will include the construction of a new mosque and a modern recreational area in New Moscow in the Komunarka district. 

This is what Mufti of Moscow, head of the Spiritual Assembly of Muslims of Russia, Albir Hazrat Krganov, drew attention to in his sermon on the occasion of Eid al-FitrHis Excellency Mufti emphasized that this year, unfortunately, not all Muslims were able to enter the mosques to perform Eid prayers due to health measures to   curb to the spread of Covid-19 in the Russian capitalAnd, God willing, there will be more mosques in Moscow soonand dozens of millions of Muslims, citizens of the Russian Federation, will live in Moscow, so it is necessary to provide them with the opportunity to freely attend and perform prayers in the homes of Allah Almighty.

Muslims of Kuzbass celebrate Eid al-Fitr

Muslims all around the world celebrate one of the two especially revered holidays in Islam - Eid al-Fitr. In Kuzbass, the epidemic situation did not allow it to be held in the traditional format in mosques. Thus morning prayers were performed on the street with the implementation of all the recommendations of Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing (Rospotrebnadzor).

In the central cathedral mosque "Munira" in Kemerovo, the prayer was conducted by Mufti of Kuzbass Tagir Hazrat Bikchantaev. The Governor of Kuzbass Sergey Tsivilev also came to the city in order to congratulate the Muslims community of Kemerovo.

Eid Al Fitr celebrations usually last for three days. During these days, it is customary to visit relatives and friends, present gifts to them, and donate to the poor.

Russian President congratulates the Muslim community of Russia on Eid al-Fitr holiday

The holy month of Ramadan has come to an end, and Muslims of Russia are happy to welcome the bright, long-awaited Eid al-Fitr holiday. Over the centuries the celebration of this holiday has had a special spiritual meaning, the joy of gaining a new invaluable experience of moral purification and self-perfection.

It is important to note that followers of Islam in our country treat historical, cultural and religious traditions of their fathers and grandfathers with deep respect and teach the growing generation to observe them. Nowadays Muslim organizations take an active part in the life of the country, strengthen interaction with governmental and public structures, and pay a lot of attention to charitable, educational and educational initiatives. In this regard, I will especially note their demanded, truly selfless activity, which in the current difficult time helps people to withstand and cope with all difficulties.

Celebrations of Eid Al Fitr in Moscow will take place without collective prayers

The press office of the Department of National Policy and Interregional Relations in Moscow has published an official document on the celebrations of Eid al-Fitr in Moscow this year. 

The document stated: “On May 13, 2021, the Muslim Community oll over the world meets one of the main Islamic holidays, which is Eid al-Fitr, and despite the gradual easing of measures aimed at not spreading the Covid-19, restrictions on conducting public events are still imposed. In this regard, collective prayers will not be held in mosques and in the surrounding areas, as well as in temporary alternative sites in Moscow. 

Local authorities in Moscow affirm that, given the risk of the spread of the new coronavirus, Muslim believers are advised to spend the holiday at home and not endanger their health and lives, as well as the health and lives of others. 

According to the Moscow municipality, Eid prayers will only take place at The press office of the Department of National Policy and Interregional Relations in Moscow has published an official document on the celebrations of Eid al-Fitr in Moscow this year.

According to the Moscow municipality, Eid prayers will only take place at the Moscow Mosque in the presence of prominent religious figures without the presence of the believers themselves. 

As for Muslims living in the capital, live broadcasts of Eid prayers will be organized in television channels and official websites of religious organizations, as well as on social media.
